Live Conneqt observes a strict registry of official sources — the National Weather Service, USGS, the Federal Register, FEMA, CISA — and a few publishers' own feeds. When a source declares an item, a Matter is created: the exact capture is preserved, what the source said is recorded as an attributed assertion, and later changes append as corrections. Nothing is assessed or concluded. An official Matter records what an authority declared; a reported Matter records what a publisher put on its feed.

OBSERVATION BOUNDARY

Every operational record has limits. Live Conneqt preserves not only what was observed, but the boundary of what could be observed—and keeps the gaps visible.
Reality possesses trajectory whether we observe it or not.
When Live Conneqt establishes one state and later establishes another, it does not invent the path between them. If the intervening evidence is incomplete, the discontinuity remains part of the record.
- If a required source was unreadable, that remains visible.
- If the semantics of a record are unsupported, that remains visible.
- If completeness can be positively established, the exact boundary and policy are recorded with it.
Live Conneqt does not infer completeness from silence.
What an Evidence Envelope adds
Inside an Observation Boundary, an Evidence Envelope identifies the exact records supporting a state, a transition, an assertion, or a conclusion. The boundary describes what could be seen; the envelope describes what a particular conclusion actually rests on. They are not the same thing, and not everything inside a boundary supports every conclusion.

A transition can become a causal candidate without being declared a cause—so relationships worth investigating surface without chronology quietly becoming causality.
